MM33 – Movement of Church Planting and Discipleship—Building the Core: Team, Structure, and Spiritual Formation

By Ps Maggie Kuek, Great Shepherd Assembly of God

The birth of Great Shepherd Assembly of God is described as a journey of faith. In her article, Ps Maggie Kuek explores the principles behind growing the church, which led to a thriving Mandarin-speaking congregation with a Kingdom mindset.

1. A Vision Is Born

The journey of Great Shepherd Assembly of God began with a simple yet compelling vision: to establish a Chinese church that would shepherd God’s people with love, truth, and grace. From its earliest days, the church was shaped by faith, prayer, and a deep conviction that, as Scripture reminds us, “Unless the Lord builds the house, the builders labor in vain” (Psalm 127:1).

Founded under the leadership of Senior Pastor Rev Paul Tan, the church took root not in grand facilities but in a God‑given burden placed upon the hearts of His people. The calling was clear—to reach the Chinese‑speaking community with the Gospel of Christ, in a language and cultural context that felt like home.

The vision took its first tangible form on November 5, 1999, when a small group of believers gathered in a home to pray and seek God’s direction. Their shared prayerful beginning aims to inspire gratitude and trust in God’s faithful guidance.

2. Building the Core Team: Shared Calling, Diverse Gifts

In its formative years, the church was small in number but strong in Spirit—each member of the pioneering team, equipped with wisdom and gifts uniquely suited to their calling. More than a collection of individuals, they functioned as a family of believers, united by a common purpose: to see lives transformed by the Gospel within the Chinese‑speaking community.

The early leaders quickly learned that numbers or resources do not define church planting, but by alignment—people moving in step with God and with one another. Every person brought a vital contribution to the work: pastoral care that comforted, administration that brought order, teaching that grounded believers in truth, music that inspired worship, and evangelism that reached outward with courage.

Together, the team prayed, planned, and persevered. They discovered that a strong ministry foundation is built not merely on structures or strategies, but on relationships, shared obedience, and attentiveness to the Holy Spirit. Regular gatherings for prayer and discernment fostered unity, accountability, and encouragement. In every challenge, God’s faithfulness was evident, affirming the truth that when He calls, He also equips—and that even a small, surrendered team can make an eternal impact.

3. Shaping the Structure: From Simplicity to Stability

The church’s earliest gatherings were intimate, first in homes and later at Albert Court. Every task—from arranging chairs to leading worship—was carried out with care and devotion by the small team. One particularly memorable milestone was the church’s first Christmas celebration: the stage was simply decorated, children presented a heartfelt skit, and new families joined the congregation to celebrate the birth of Christ. It was a modest yet Spirit‑filled occasion, reflecting God’s delight in small beginnings.

As the congregation grew, God’s provision and guidance were evident—doors opened, resources were supplied, and faith was strengthened-fostering pride and hope for what lies ahead. Today, the church stands as a testament to God’s faithfulness. By His grace, the congregation has been able to purchase its current premises—two adjoining units, fully paid. Remarkably, this was achieved without external fundraising. Every contribution came through the faithful tithes of church members, bearing witness to God’s provision from the first gathering to the present day.

4. Deepening the Roots: Spiritual Formation as Foundation

While organisational structure enabled growth, spiritual formation ensured depth and stability. From the outset, the church has placed a strong emphasis on nurturing believers in personal faith, discipleship, and Christ-like living.

Prayer became the heartbeat of the church. Major decisions were consistently anchored in seasons of prayer and fasting, guided by the conviction that ministry without the Spirit’s leading is in vain. This commitment shaped the church’s rhythms of worship, fellowship, and discipleship, encouraging every member to grow in devotion, serve faithfully, and journey together in small groups.

Over the years, the benefits of this foundation have become evident. Lives were transformed, new believers came to faith, families experienced restoration, and leaders were raised from within the congregation. Today, the church rejoices in a new generation of young adults—many nurtured from childhood through Sunday School—now serving as working professionals and witnesses in the marketplace.

These sons and daughters of the house represent the fulfilment of God’s promise to raise a generation that will carry forward the legacy of faith. Committed to advancing God’s Kingdom, they are embracing the MM33 mandate and mission with renewed passion and purpose. Spiritual formation was never an afterthought; it was, and remains, the foundation. From the early days at Albert Court to the present home of the church, every milestone bears witness to God’s sustaining grace.

5. Lessons Along the Way

Reflecting on this 25‑year journey, several enduring lessons emerge:

  • Begin with prayer, not programs. Every breakthrough was first birthed on our knees.
  • Build people, not platforms. The health of the church is rooted in the hearts of its leaders and members.
  • Celebrate small beginnings. What started at Albert Court became the seed of something eternal.
  • Remain faithful and flexible. God’s methods may change, but His mission remains constant.
  • Give glory to God. Every provision—from the first worship venue to fully paid premises—testifies to His faithfulness.

In unity with this movement, the church is intentionally raising a new generation of leaders who embrace a Kingdom mindset and are ready to carry the mandate forward.

6. Looking Ahead

As the church looks to the future, its vision remains steadfast and aligned with MM33, the global initiative of the World Assemblies of God Fellowship. In unity with this movement, the church is intentionally raising a new generation of leaders who embrace a Kingdom mindset and are ready to carry the mandate forward.

With hope and expectancy, the church continues to nurture Mandarin‑speaking disciples through new leadership development programs and outreach initiatives, aligning with MM33 and preparing for greater works for His Kingdom.

To God be the glory—great things He has done, and greater things are yet to come.
